Bel wasn't the first sin of Sloth, the first was the true Belphegor (The two will be differentiated by Bel and Belphegor).
Near the beginning of the bronze age of humanity, the first Belphegor disappeared, leaving a gap for someone to fill the role of the Sin of Sloth. Eventually Bel was created to take this place.
Eventually being sent to the Nexus Bel wasn't awake enough to hear, he may aswell be trapped in the Nexus.
